Care Colleghe e cari Colleghi, care Studentesse e cari Studenti,
questa notte è stato firmato il decreto del Presidente del Consiglio dei Ministri che stabilisce nuove misure per il contenimento sull’intero territorio nazionale del diffondersi del virus COVID-19 e prevede misure specifiche e più restrittive per la Regione Lombardia e per altre Province. Per tali territori il nuovo dPCM proroga la sospensione di tutte le attività didattiche e curriculari in presenza fino al 3 aprile 2020, salva in ogni caso la possibilità di svolgimento delle attività formative a distanza. Non sono, invece, sospese le attività di ricerca e le attività tecniche ed amministrative, che pure devono svolgersi secondo strette condizioni di sicurezza e in modo da limitare il più possibile gli spostamenti delle persone fisiche.
Alla luce del nuovo decreto e delle precedenti deliberazioni assunte dal nostro Ateneo, si conferma che le lezioni proseguiranno o inizieranno (nel caso di Corsi di Laurea il cui avvio è previsto domani) attraverso modalità a distanza: o registrando “podcast” da caricare sulla piattaforma Kiro, o secondo nuove modalità più interattive che si inizierà a sperimentare nelle prossime ore. Cioè, per la didattica resta interamente valido quanto già precedentemente comunicato, così da assicurare una sostanziale continuità nell’insegnamento.
Anche l’attività di ricerca del personale strutturato continua purché, qualora avvenga in spazi condivisi come laboratori o studi, si attenga alle prescrizioni in termini di igiene e sicurezza contenute nel dPCM.
Sulla base delle nuove disposizioni del decreto, saranno invece chiusi fino al 3 aprile i Musei dell’Università. Così come, per ragioni di cautela, sono chiuse al pubblico fino al 3 aprile le Biblioteche (compresi i servizi di prestito, restituzione e fotocopie).
L’Ateneo proseguirà ulteriormente nel sostenere fortemente, in tutti i casi sia possibile, il lavoro a distanza del personale tecnico-amministrativo anche con l’obiettivo di limitare il più possibile gli spostamenti sul territorio (soprattutto se in presenza di lunghi tragitti e l’utilizzo di mezzi pubblici). A tale fine, va contattato il responsabile della struttura così da verificare la fattibilità di lavoro da remoto e definire un piano di attività giornaliere.
Anche le riunioni di tutti gli organi collegiali avverranno a distanza, estendendosi quanto già previsto dal nostro Ateneo per Consigli di Facoltà, Dipartimento e Didattici.
Per venire incontro alle richieste degli studenti sto poi valutando l’ipotesi di intervenire per posticipare la data del 23 marzo come scadenza per il pagamento delle tasse universitarie: predisporrò un decreto d’urgenza che sottoporrò alla approvazione del Consiglio di Amministrazione.

Il susseguirsi delle ordinanze di queste due settimane evidenzia di per sé il momento critico attraversato dal nostro territorio e in particolare dalle strutture sanitarie che in esso operano.
Chiedo a tutta la Comunità accademica di proseguire con lo stesso senso di responsabilità dimostrato fino ad ora. In particolare, vanno attuate tutte le potenzialità del lavoro da remoto, assicurando comunque una adeguata copertura per i servizi essenziali che richiedono una presenza in Ateneo.
Fiducioso per quello che riusciremo a fare, nella tradizione della nostra Università, invio un carissimo saluto a tutti, con una speciale vicinanza alle persone più in difficoltà.

Dear colleagues, dear students,
Last night, the Prime Minister signed a new document (Decree 8 March 2020 Italian Government) establishing new measures for the containment throughout the national territory of the spread of the COVID-19 virus and foreseeing specific and more restrictive measures for the Lombardy Region and for other Italian Provinces.
For these territories, the new Prime Minister’s Decree extends the interruption of all teaching activities until April 3rd , 2020, allowing only remote training activities to be continued. On the other hand, research and technical and administrative activities are not suspended, although they must be carried out according to strict safety conditions and reducing as much as possible the movement of people.
Based on the new decree and the previous resolutions taken by our University, it is confirmed that the lessons will continue or begin (in the case of Degree Courses whose start is scheduled for tomorrow) through remote mode: or by recording “podcasts” to be uploaded on the platform Kiro, or in new more interactive ways that will begin to be experienced in the next few hours. That is, what has already been communicated remains fully valid for teaching to ensure continuity for our Courses.
Permanent employees will continue their research activity respecting the safety restrictions contained in the Prime Minister’s Decree if they share spaces such as laboratories or studies.
Based on the new recommendations, the University Museums will instead be closed until April 3rd. Similarly, as a precaution, Libraries (including loan, return and xeros services) are closed to the public until April 3rd .
The University will further continue in strongly supporting, in all cases it is possible, the smart working for the technical-administrative staff with the aim of limiting as much as possible the movement on the territory (especially if in the presence of long journeys and the use of public transport). To this end, the manager of the offices should be contacted in order to verify the feasibility of smart working and to define a daily activity plan.
The meetings of all the collegial bodies will also take place remotely, extending what our University has already decided for Faculty, Department and Teaching Councils.
To meet the students’ requests, I am then evaluating the possibility to delay the deadline for the payment of university fees for now fixed on March 23rd : I will prepare an urgent decree that I will submit to the approval of the Board of Directors.

The various recommendations of these two weeks highlights in itself the critical moment for our territory and in particular for our hospitals.
I ask the completely academic community to continue with the same sense of responsibility shown so far. In particular, smart working must be implemented, while ensuring adequate coverage for essential services that require a presence in the University.
Confident for what we will be able to do, in the tradition of our University, I send a warm greeting to all, with a special closeness to the people in greatest difficulty.
