in ottemperanza delle nuove disposizioni ministeriali e regionali finalizzate a contenere la diffusione del COVID-19 e sulla base delle raccomandazioni del Magnifico Rettore, Prof. Francesco Svelto, che ne tengono debito conto e che potete consultare sul sito https://web.unipv.it/coronavirus/, vi invitiamo a seguire le seguenti disposizioni:
- Tutte le mobilità internazionali in entrata e in uscita che avrebbero dovuto iniziare in questi giorni e comunque dopo il 7 marzo 2020 sono bloccate fino alla data del 3 aprile. Invitiamo gli studenti a contattare le Università partner per riprogrammare le mobilità e le attività ad esse collegate rivedendo i periodi e i contenuti didattici. Sarà possibile richiedere all’Agenzia Nazionale, nelle forme e con le modalità che saranno successivamente comunicate, l’applicazione della clausola di “forza maggiore”, relativamente alle attività e ai costi per tutte quelle mobilità che vengano annullate in ragione della situazione di emergenza e dei provvedimenti delle competenti autorità (LINK).
- Invitiamo gli studenti dell’Università di Pavia che si trovano presso Istituzioni partner all’estero a seguire scrupolosamente le disposizioni in materia di prevenzione e sicurezza prescritte dalle Istituzioni e dai Paesi in cui si trovano, considerando che saranno possibili misure restrittive alla mobilità a seguito dell’evoluzione della crisi sanitaria (ad esempio quarantena). Consigliamo agli studenti del nostro Ateneo che si trovano all’estero di monitorare la situazione sanitaria del Paese Ospitante tramite l’apposita scheda paese del sito “Viaggiare Sicuri” della Farnesina (LINK). Qualora si dovesse rilevare una crescita esponenziale dei contagi o comunque una situazione di difficoltà delle strutture sanitarie locali, la raccomandazione è quella di tornare in Italia presso le loro residenze, abitazioni o domicili tenendo conto delle possibili misure restrittive in termini di mobilità (ad esempio isolamento domiciliare obbligatorio) stabilite dai DPCM del 8 e 9 marzo 2020 (DPCM 8 marzo; DPCM 9 marzo) e riassunte in lingua inglese a questo LINK. Si segnala inoltre che alcune Regioni hanno adottato ordinanze più specifiche. In tutti i casi, chiediamo agli studenti che si trovano in un paese estero di segnalare tempestivamente la propria presenza al Ministero degli Affari Esteri, registrandosi al sito “Dove siamo nel Mondo” (LINK).Sarà possibile per gli studenti che ne facciano richiesta all’Agenzia Nazionale, nelle forme e con le modalità che saranno successivamente comunicate, l’applicazione della clausola di “forza maggiore”, relativamente alle attività e ai costi per tutte quelle mobilità che vengano annullate in ragione della situazione di emergenza e dei provvedimenti delle competenti autorità (LINK).
- Gli studenti iscritti presso il nostro Ateneo, italiani o stranieri con regolare permesso di soggiorno, che abbiano completato la loro mobilità presso Istituzioni estere in questi giorni e comunque dal 7 marzo 2020 possono fare ritorno alla loro residenza, abitazione o domicilio in Italia sulla base del DPCM dell’8 marzo esteso a tutto il territorio nazionale in data 9 marzo; al rientro, si raccomanda di seguire attentamente le indicazioni prescritte dallo stesso DPCM, art. 1 lett. b (ai soggetti con sintomatologia da infezione respiratoria e febbre maggiore di 37,5° rimanere in casa, limitare i contatti sociali e contattare il proprio medico) e lett. c (divieto assoluto di uscita dalla propria abitazione per i soggetti sottoposti alla misura della quarantena ovvero risultati positivi al virus). - Invitiamo gli studenti stranieri iscritti presso il nostro Ateneo e che si trovino a Pavia a continuare la loro attività didattica seguendo i corsi on line e/o offerti in streaming che verranno garantite sino al termine dell’emergenza.
Raccomandiamo a tutti gli studenti di seguire con attenzione e periodicamente gli aggiornamenti alla pagina web del sito dell’Università di Pavia (https://web.unipv.it/coronavirus/) e, in particolare, la sezione delle FAQ che viene aggiornata in tempo reale sia in lingua italiana che in lingua inglese.
Siamo consapevoli dei sacrifici richiesti, ma sono necessari per proteggere la salute di tutti che resta la priorità in situazioni di emergenza come quella che stiamo vivendo.

Dear students,
in compliance with the new Government and Regional provisions, aimed at containing the spread of COVID-19, and on the basis of the recommendations of our Rector, Professor Francesco Svelto, who took those provisions in due account (you can find Rector’s recommendations on the website https://web.unipv.it/coronavirus/), we invite you to follow the following provisions:
- All international mobility, incoming and outgoing , which would have started in these days or, in any case, after the 7 March 2020 are interrupted until April 3rd . We invite students to contact the partner universities to reschedule the mobility and related activities by reviewing the teaching periods and activities. It will be possible to request the National Agency, in the forms and with the methods that will be communicated at a later stage, the application of the “force majeure” clause, relating to the activities and costs for all those mobility that are cancelled due to the emergency situation and of the measures of the competent authorities (LINK).
- We invite students of the University of Pavia who are abroad, at a partner institution, to scrupulously follow the provisions on prevention and safety prescribed by host institutions and the Countries where they are, considering that measures restricting mobility will be possible, as a consequence of the evolution of the health crisis (e.g. a compulsory quarantine). We advise students of our university who are abroad to monitor the health situation of the host country through the appropriate country sheet on the “Viaggiare Sicuri” site of the Foreign Affairs Minister (LINK). If there is an exponential growth of the infections or in case of difficulty of the local health structures, the recommendation is to return to Italy to your residences or homes, taking into account the possible restrictive measures in terms of mobility (for example compulsory quarantine at home) established by the Government Decrees of 8 and 9 March 2020 (DPCM 8 marzo; DPCM 9 marzo) and summarized in English at this LINK. Notice that some regions have adopted more specific ordinances. In all cases, we ask students who are in a foreign country to promptly report their presence abroad to the Ministry of Foreign Affairs, by registering on the website “Where we are in the world” (LINK).It will be possible to request the National Agency, in the forms and with the methods that will be communicated at a later stage, the application of the “force majeure” clause, relating to the activities and costs for all those mobility that are cancelled due to the emergency situation and of the measures of the competent authorities (LINK).
- Students enrolled at the University of Pavia, Italian or foreign ones with a regular permit of stay (permesso di soggiorno), who have completed their mobility in a foreign institutions during these days and, in any case, from 7 March 2020, they can return to their residence, home or domicile in Italy on the basis of the Government Decree of March 8th, which has been extended to the whole Italian national territory on March 9th ; upon return, it is recommended to carefully follow the instructions prescribed by the Decree, art. 1 letter b (“people with symptoms of respiratory infection and fever higher than 37.5 °, they must stay at home, limit social contacts and they have to contact their family doctor) and letter c (“persons in quarantine or positive to COVID-19 must not leave their home”). - We invite foreign students enrolled at our University and who are in Pavia to continue their academic activities by following the online courses which will be guaranteed until the end of the emergency.
We recommend to all students to follow, carefully and periodically, the updates on the University of Pavia’s website (https://web.unipv.it/coronavirus/) and in particular the FAQ section which is updated in real time both in Italian and in English.
We are aware of the sacrifices required, but they are necessary to protect everyone’s health which remains the priority in emergency situations such as the one we are experiencing.
