Salute, ricerca e stabilizzazione istituzionale. Sono queste le tre colonne portanti del progetto SAHA (raiSe libyAn Higher education heAlth sector for the benefit of local society) coordinato dall’Università di Pavia nel quadro del programma Erasmus+ Capacity Building in the field of Higher Education. Sono questi i tre pilastri intorno ai quali ruoterà l’intera azione progettuale e che, seppur apparentemente distanti fra di loro, sono tutti in grado di contribuire al processo di stabilizzazione del paese proprio attraverso l’impegno costante e continuativo delle Università locali. Università che sono il cuore della società e tramite le quali si possono raggiungere vari, diversi, risultati strutturali. (English below)
In un contesto composito e complesso come quello libico, teatro di una profonda crisi sociale, politica e istituzionale da ormai diversi anni, il progetto SAHA ha come obiettivo quello di promuovere la modernizzazione, l’accessibilità e l’internazionalizzazione degli istituti libici di istruzione superiore nel campo della gestione ospedaliera (health management) e più in generale, proprio attraverso un rinnovato dialogo istituzionale, di servire la stabilizzazione del paese. Scopo dell’azione consiste nella definizione di nuovi modelli e contenuti d’insegnamento, rinforzando altresì, in maniera sostanziale, la terza missione delle Università libiche coinvolte in risposta alle numerose sfide poste dalle condizioni di crisi in cui versa la Libia. Un’Università pienamente parte del proprio tessuto sociale e delle sue dinamiche.
Nei giorni 20 e 21 gennaio 2021, si terrà la riunione di lancio del progetto nel quale, oltre al capofila (l’Università di Pavia), parteciperanno le università europee di Granada e Pilsen, oltre che l’Unione delle Università del Mediterraneo (UNIMED) e le sei università libiche di Zawia, Misurata, Tripoli, Sirte, Benghazi e Sebha.
I due giorni verranno così articolati, il 20 gennaio avrà luogo una welcome session presenziata dai rettori, vice rettori delle varie università e da importanti figure diplomatiche, tra cui alcuni ambasciatori. A seguire ci sarà una academic session, suddivisa in tre temi principali: Healthcare and Medicine in time of crisis: needs and proposals , Health Management and the role of Higher Education,Health and Islam and crisis in Libya nella quale verranno presentati paper inerenti ai temi.
Il secondo giorno invece sarà per lo più dedicato a un approfondimento del progetto SAHA, con presentazioni congiunte dei vari WP del progetto, realizzate dai partners europei e libici.

Health, research and institutional stabilization. These are the SAHA project’s pillars (raiSe libyAn Higher education heAlth sector for the benefit of local society) coordinated by the University of Pavia in the Erasmus + Capacity Building programme, in the field of Higher Education. The whole planning action will rotate around these three pillars and even if they seem to be distant, they all contribute to the stabilization process of the Country. This is made possible also by local Universities’ constant and ongoing commitment, as they are the heart of society and through which different and many structural results are achievable.
In a complex context like the Libyan one, theatre of a deep social, political and institutional crisis, the SAHA Project has the overall objective to support the modernization, accessibility and internationalization of the Libyan higher education institutions in the field of Health Economics and Healthcare Management, and more in general to help the stabilisation of the Country. The aim is to define an innovative, academic-level collaboration system of rules on the definition of possible new models of teaching in response to current main challenges in Libya, strengthening the third mission of its Universities, which are fully part of the society and of Libya dynamics.
On January 20th and 21st, the Project’s Kick-Off Meeting (KOM) will be held and in addition to the University of Pavia, the European Universities of Granada and Pilsen will take part. There will be also the Mediterranean Universities Union (UNIMED) and, of course, the six Libyan Universities of Zawia, Misurata, Tripoli, Sirte, Benghazi And Sebha.
The event organisation includes a welcome session on January 20th attended by Universities’ Rectors and Vicerectors and by important diplomats, including ambassadors. During the afternnon, then, there will be an academic session divided into three different panels: Healthcare and Medicine in time of crisis: needs and proposals; Health Management and the role of Higher Education: Health and Islam and crisis in Libya. In every panel professional experts from the sector will present related papers and study cases.
The second day will be mostly dedicated to an investigation of the SAHA Project, with joint presentations of the several Project Working Groups (WPs), made by European and Libyan partners.
